AIFF names Romanian Doru Isac as technical director

The All India Football Federation (AIFF) on Monday named Romanian Doru Isac as its technical director for a three-year tenure. ?
 
Doru was selected from a list of more than 60 candidates who had applied for the post which was advertised earlier this year.? The 56-year-old Isac was one of the three candidates interviewed by the AIFF’s technical committee, headed by Shyam Thapa.
 
Gaioz Darsadze of Georgia and Jorge Castelo of Portugal were the other two candidates interviewed by the technical committee. 
 
The post of technical director remained vacant since Australian Scott O’Donnell decided to quit in 2017. Former India player and coach Savio Medeira was looking after the post as interim technical director since then. ?
 
The well-travelled Isac has worked in various managerial capacities as well as technical director in many European and Asian countries. ?
 
Born in Craiova, Isac comes with a rich experience of almost 29 years in International Football across many countries namely France, Japan, USA, Romania, Saudi Arabia, Qatar amongst others. He was last employed as the Sporting Director of three-time J-league Champions Yokohama Marinos FC.?
 
Welcoming Isac, AIFF president Prafull Patel said, “It’s nice to have Mr. Doru on board. His vast experience will come in handy for Indian Football. I expect him to guide us to the next level.”?
 
AIFF General Secretary   Kushal Das said the biggest challenge is to “sustain the momentum” gained in Indian football.?
 
“Indian football has been experiencing a significant transition in recent years. I look up to Mr. Doru to work on, and improve on the roadmap already laid down for the youth teams, and at the same time make value addition to our coach education programme, grassroots, women’s football, and men’s football too,” Das stated.?
 
Doru thanked the AIFF for the opportunity, saying he is “looking forward to the challenge.”?
 
“I need to thank All India Football Federation for the opportunity. I’m eager to make a positive contribution to the progress of Football in India, and to work with everyone from the AIFF family,” Doru stated.?
 
He said he was “looking forward to starting employment immediately after obtaining the traveling visa to India.”?
 
Isac is widely known as assistant to Arsene Wenger at Japanese side Nagoya Grampus Eight from 1997 to 2002. He also has worked with former Portugal and Real Madrid manager Carlos Queiros as well as Bora Milutinovic. ?

Modi launches development projects in Kutch during visit to Gujarat

Prime Minister Narendra Modi on Monday launched various development projects in Kutch district on the first day of a two-day visit to his home state of Gujarat, including a pumping station at Bhachau that will enable the release of water from the Narmada river for the Tappar dam.

Addressing a public meeting on the occasion, he said that today's inauguration will make every Kutchi proud. He mentioned the importance of conserving water, and added that, in Kutch, people understood this quite well. 
 
He said that successive State Governments in Gujarat had placed emphasis on water conservation. Now, he said, with the Narmada waters arriving, the region would witness a transformation. 
 
The Prime Minister also noted that Bhuj would get a modern bus port, like other cities in Gujarat. He said the focus is only on development and positive work which takes the State to new heights. 
 
Earlier in the day, Mr. Modi launched various development projects of the Kandla Port Trust at Gandhidham.
 
He unveiled plaques to mark the laying of foundation stone for construction of the Dr. Babasaheb Ambedkar Convention Centre; and the development of the 14th and 16th General Cargo Berth.
 
He handed over Letters of Award for construction of Interchange-cum-Road Overbridge (ROB) at Kutch Salt Junction; Deployment of two Mobile Harbour Cranes; and Mechanization for handling of fertilisers at Kandla Port.
 
Speaking on the occasion, Union Minister for Road Transport & Highways and Shipping Nitin Gadkari said that the Sagarmala project, and port-led development would have a positive impact on the State of Gujarat, and would lead to job creation as well.

Gujarat Chief Minister Vijay Rupani spoke of the rich maritime traditions of the State, and added that the spirit continues even today.
 
Mr. Modi spoke of the rich and glorious history and culture of the Kutch region.
 
He said that if India wants to make a place for itself in global trade, it should have the best of arrangements in the port sector. The combination of infrastructure and efficiency is vital for the port sector to thrive, he said, adding that the Kandla Port has emerged as one of the finest in Asia.
 
The Prime Minister said that the Chabahar port, being developed with Indian participation in Iran, would further spur the growth of Kandla Port. 
 
The Prime Minister asked the people to resolve to make whatever contribution they can for the nation over the next five years, in the run-up to the seventy-fifth anniversary of Independence.
 
Stating that the nation is celebrating the centenary year of Pandit Deendayal Upadhyay, the Prime Minister suggested that Kandla Port Trust be renamed as "Deendayal Port Trust - Kandla."

Assembly elections: ECI issues directions for fool-proof security arrangements for counting of votes

The Election Commission of India (EC) has issued directions to the Chief Electoral Officers (CEOs) of Punjab, Uttarakhand, Uttar Pradesh, Goa and Manipur to ensure fool-proof security arrangements for counting of votes, slated for March 11, in the Assembly elections in the five States.
 
The Commission had earlier issued detailed instructions to the CEOs regarding storage and safety arrangements for the electronic voting machines (EVMs), appointment of counting staff/counting agents and counting procedures.
 
An official press release said the Commission had held several rounds of video conferences with the CEOs and Returning Officers of all five states to take first hand inputs on their preparedness for counting of votes.
 
The ECI has set up 157 counting centres in the five states -- 53 in Punjab, two in Goa, 75 in Uttar Pradesh, 15 in Uttarakhand and 12 in Manipur.
 
"The ECI has taken feedback from all political parties and candidates, based on which these additional instructions have been issued with a view to further bolster security arrangements to tackle both general as well as situation specific exigencies and ensure a smooth counting process in a transparent manner," the release said.
 
According to the release, the instructions are:
 
1.      All the existing instructions of ECI on counting arrangement to be strictly followed by the DEOs and ROs in letter and spirit.
 
2.      Proper barricading arrangements to be ensured inside each of the counting hall with weld wires mesh to segregate the counting agents from the counting personnel and EVMs etc. as per the Commission’s instructions.
 
3.      In each of the counting hall proper arrangement for videography should be made to record the general happenings in the counting hall for effective monitoring of the counting process as per the Commission’s instructions.
 
4.      Effective barricading from the strong room door up to the counting hall door shall made in such a way that EVMs of each constituency should go to its respective counting hall only and shall not criss-cross each other.
 
5.      For ease of identification, coloured badges may be given to the staff engaged for transporting the EVMs to a particular counting hall each of constituency.
 
6.      As per the Commission’s instructions, all counting arrangements must be completed by the night of 7th March, 2017. The Observers shall visit the counting halls on the 8th March, 2017 and shall send a report to the Commission on counting arrangements.

7.      It should be ensured that security protocol of strong rooms, as given in the Commission’s letter no. 51/8/VVPAT/2015-EMS dated 5th May 2015, in no way shall be breached while making the barricading arrangements and other preparatory work for the counting hall. If anywhere, counting hall is in the proximity of the strong room or the passage to the counting hall is near the strong room, then proper strong barricading should be erected to ensure that the access to the inner perimeter of the strong room is completely blocked. In all such matters, the DEO shall personally oversee and approve all such arrangements and ensure that security of EVMs in no way breached. Further, in all such places CCTV cameras may be placed, before under taking the counting arrangements, from where all the happenings of the movement are recorded and shown on a separate TV placed next to the TV fixed already for round the clock viewing of strong room doors by the candidates.
 
8.      On the date of counting, additional CCTV camera may be installed at such locations from where carrying of EVMs from the strong room to the counting hall can be recorded for effective monitoring.
 
9.      The CEO shall personally monitor and ensure that all the counting arrangements are done as per the instructions of the Commission.
 
10.  The entire plan would  be shared with contesting candidates by each DEO. The actual work of preparing for the counting shall be started thereafter for which all the contesting candidates/representatives may be invited to be present, if they wish so.
 
 The EC officer further said that these arrangements would ensure prevention of access to any anti-social element ,and that frisking will be done so that  no one enter the area with arms & ammunitions. Further, no one would be able to enter the counting arena without getting frisked.
